Inwear skirt

Quality InWear skirt I bought online. Unfortunately it doesn't fit my pear body shape: it's too tight for my thighs and it's hard to get a good pic of the skirt because of this. The hip of the skirt is shaped like a balloon. A tulip skirt?

There is an underskirt, no tags for material. Small thread pull on the waist, haven't tried to fix it.

This is probably from eearly2000-2010 but looks to me like 40s-50s penskirt style. Also like Jessica from Suits. 🥰
